Since then, Spain has played an active role in the construction of the European project and is represented in all European institutions. On 1 July 2023, it took up responsibility for the presidency of the Council of the EU for the fifth time.
The first time Spain took its turn to take charge of EU affairs was on 1 January 1989, just three years after Spain's accession to the European Communities. The Madrid Summit marks the starting point for the Economic and Monetary Union.
Six years after, Spain returned to the helm of the EU in a time defined by the reflection process that led to the Treaty of Amsterdam in 1997. At the Madrid European Council 1995, it was decided to christen the single currency with the name 'euro'. The Schengen Convention entered into force in June 1995.
Its third presidency in 2002 saw the EU's largest ever enlargement. On 1 January, the very day the Spanish semester started, the euro was introduced in 12 countries. Due to the crisis resulting from the 9/11 attacks in the US, Spain included the fight against transnational terrorism among its priorities.
The economic crisis marked the fourth presidency in 2010, with the objective of promoting economic recovery through sustainable growth that would generate employment. The entry into force of the Lisbon Treaty on 1 December 2009 meant that it fell to Spain to implement many of its provisions.
Now, starting its fifth presidency of the Council, Spain has identified four priorities: reindustrialising the EU; making progress on ecological transition; social and economic justice; and strengthening European unity.
