EU relations with Latin America and the Caribbean: Articles

Europe is committed to revitalising its relations with Latin America and the Caribbean. This is evidenced by the numerous high-level visits from Germany and the EU to Latin American countries since the beginning of the year. In early June, the European Commission presented a “new agenda” for exchange with the region, and last month the German Bundestag’s SPD parliamentary group released a position paper on the ways and reasons to strengthen the partnership. Slated to take place in July, the upcoming summit between the EU and the Community of Latin American and Caribbean States (CELAC) is expected to give new impetus to bi-regional relations. However, in order for such expressions of interest to be translated into a substantive reboot of the relationship, jointly developed initiatives will be needed. Such endeavours will need to account for and address changes in the triangular relationship between democracy, sustainable development and global governance.

Hay Cumbres que representan grandes oportunidades. La Cumbre Unión Europea - Comunidad de Estados Latinoamericanos y Caribeños (CELAC) de jefes de Estado y de Gobierno se celebra en Bruselas los días 17 y 18 de julio de 2023. Tiene lugar ocho años después de la última gran Cumbre euro-latinoamericana de 2015. El escenario es el mismo: Bruselas. Pero esta vez, como suele decirse, es diferente, y marca una diferencia importante. Esto es así en el caso de España, que continúa siendo el valedor y el principal motor de la interlocución entre Europa y América Latina y Caribe, y que ha puesto mucho esfuerzo en visibilizar la importancia de la región en su Presidencia del Consejo de la Unión Europea en la segunda mitad de 2023.

Este documento se basa en los debates de la sesión de Diálogos de Política Exterior, organizada por el CIDOB con el patrocinio del Ministerio de Asuntos Exteriores, Unión Europea y Cooperación de España, el 21 de abril de 2023, titulada «Reforzar la asociación con América Latina y Caribe: claves para la actualización del mapa de acuerdos de asociación». El análisis comparativo de los tres acuerdos muestra que hay muchas coincidencias que conducen a una convergencia regulatoria, pero también hay diferencias que muestran la necesidad de adaptarlos a las diferentes realidades y contextos socioeconómicos de los diferentes actores. Mas allá de los contenidos regulatorios y de la facilitación del comercio, los acuerdos tienen un componente geopolítico y son un instrumento para adaptar las relaciones a un contexto de crecientes tensiones entre potencias y hacer frente a los retos y transiciones de las próximas décadas.

La pandemia del COVID-19 y la guerra en Ucrania han dejado de manifiesto que el mundo necesita con urgencia renovar los espacios de cooperación para abordar y resolver los desafíos globales, que van desde el cambio climático y la transición energética hasta la estabilidad de la economía mundial. Desde la CEPAL creemos firmemente que ningún país, región o continente puede enfrentar estos retos de manera individual. A la vez, para que la voz de América Latina y el Caribe pueda escucharse y pueda incidir en el escenario mundial, la región debe encontrar temas alrededor de los cuales, más allá de las diferencias, los países se aglutinen y encuentren mensajes y áreas de acción comunes.

El anuncio de una próxima reunión de alto nivel entre los jefes de estado en el marco de la Cumbre UE-CELAC el próximo 16 y 17 de julio en Bruselas despertó enorme interés de los dos lados del océano Atlántico. La última reunión de este calibre se celebró en 2015, mientras la sucesiva, programada para el 2017 en San Salvador, no se realizó a causa de numerosos problemas internos a los dos bloques regionales. Los recientes desafíos globales, como la recuperación postpandemia y la guerra en Ucrania, han reanimado el interés de la Unión Europea hacia la región latinoamericana, sobre todo en el nuevo marco de la “autonomía estratégica” adoptada por la UE.

Este informe desmonta cuatro habituales creencias sobre América Latina, que no están avaladas por los datos. Estos prejuicios son: que la región ha desaprovechado sus oportunidades de desarrollo; que existe una regresión democrática por un pobre balance en términos de estabilidad política y de calidad democrática; que todo ello ha llevado a Europa de desentenderse de la región; y que las empresas han dejado de considerarla una región prioritaria.

In a press conference in Buenos Aires in October 2022, Josep Borrell, the European Union High Representative for Foreign Affairs and Security Policy, declared that 2023 must be the year of Latin America in Europe and of Europe in Latin America. There is renewed European interest in Latin America as a strategic partner, but many Latin American governments prefer an active non-alignment in international politics.

Bajo la Presidencia Pro Tempore Argentina, hoy tiene lugar en Buenos Aires la VII Cumbre de la CELAC. Con la reincorporación de Brasil, el relanzamiento de su relación birregional con Argentina y la presentación de un proyecto de moneda común, la Cumbre constituye un primer gran hito para la otra relación transatlántica. En un año de crucial importancia para esta relación, con una Cumbre Unión-CELAC en julio de este año, Javi López analiza las oportunidades y los riegos que el contexto geopolítico actual brindan para que se materialice entre ambas regiones una verdadera alianza estructural.

This report is based on the work published in Sanahuja, J.A. (ed.): Relaunching Relations between Latin America and the European Union: Strategic Autonomy, Advanced Cooperation and Digital, Environmental and Social Recovery, ed. Fundación Carolina, Madrid, 2022. All are the result of the project developed by the Fundación Carolina under the auspices of the Fundación ICO and were presented and discussed at an international seminar held at Casa de América in Madrid on 30 November and 1 December 2021.

Current growing global challenges expose the need to strengthen a partnership between the European Union (EU) and Latin America and the Caribbean (LAC). In the case of Central America, there are shared objectives and interests that provide ample opportunities to strengthen the partnership and move towards renewed bi-regional cooperation. This cooperation can focus on common agendas such as an inclusive recovery from the pandemic and the promotion of fair digital and green transitions as ways to comprehensive address national, regional and global challenges.

One of the future challenges for Latin America is to position itself in this new geopolitical context. Both alignment and non-alignment will have a cost.
The Russian invasion of Ukraine is bringing political and economic consequences for Europe and Latin America. Millions of Ukrainians, mostly women and children, have fled their country seeking protection in the European Union (EU) countries. Besides, international commodity prices have soared, especially for oil and natural gas, due to disruptions caused by the war and sanctions against Russia, which is disrupting global trade and supply chains. In this framework, what is the place for Latin America in the new EU geopolitical scenario?

Este documento se basa en los debates de la sesión de Diálogos de Política Exterior, organizada por el CIDOB con el patrocinio del Ministerio de Asuntos Exteriores, Unión Europea y Cooperación de España, el 16 de noviembre de 2021, titulada «Reactivación y financiación de la Agenda 2030 en América Latina en el escenario pospandemia». El documento se estructura en dos bloques: en el primero se aborda la dimensión de las necesidades de financiación de la región en el contexto de la recuperación y qué rol pueden jugar las instituciones regionales de desarrollo. En el segundo, se analiza el papel de la cooperación internacional de la UE y los estados miembros en los PRM, y cómo la pandemia ha afectado a la agenda de desarrollo en la región.

Este seminario internacional, organizado por la Fundación Carolina, con los auspicios de la Fundación ICO se ha celebrado en vísperas de la reunión Unión Europea-América Latina y el Caribe que tuvo lugar el pasado 2 de diciembre de 2021 con el objeto de impulsar la reflexión sobre cómo relanzar las relaciones entre ambas regiones. La asociación estratégica birregional que, desde 1999, se articuló en torno a tres pilares (diálogo político, comercio y cooperación para el desarrollo) necesita un nuevo impulso que mejore la posición de América Latina y el Caribe en la agenda exterior de la UE, y viceversa. Así, frente a un escenario de fragmentación global marcado por una narrativa de poder que se percibe de forma creciente como una bipolaridad emergente, y dada la menor atención que recibe América Latina por parte de algunos países europeos, esta región queda relegada a un lugar periférico que deteriora el vínculo birregional.

The objective of this study is to provide an analysis of the institutional framework of EU – CELAC relations (and of its components) able to offer a “EULAC Focus common vision” on the basis of which to propose a Plan of Action in the cultural, scientific and social domains. The study has four parts. The first presents the analytical framework that underpins the whole work. The second addresses CELAC and LAC integration. The third discusses he EU’s nature and way of “thinking and acting”. The fourth, finally, analyses EU – CELAC/LAC relations.

This Chaillot Paper examines the relationship between the EU and Latin America and the Caribbean (LAC). It argues that the original assumptions underpinning EU policy towards the region no longer apply, due in part to the ongoing obstacles to regional integration in LAC.

According to the authors of this policy brief, access to secure and stable supply of critical raw materials (CRMs) is vital for Europe’s economic security. The EU could diversify its supplies of CRMs away from China and Russia by trading more with other exporters of CRMs. Mercosur is an obvious partner to achieve this goal. Brazil, a member of Mercosur, is the largest supplier of SRMs to the EU by volume and the Mercosur countries are democratic market economies that are seeking deeper relations with Europe.

Finalising the EU-Mercosur agreement is a priority for the EU and the upcoming Spanish EU council presidency, ahead of a summit with Latin America and the Caribbean countries to be held in Brussels on 17 and 18 July. But can negotiations over such a controversial old-fashioned trade deal be wrapped up in time for the meeting in mid-July? Hopes are high in Brussels — but talks could still fall apart.

The EU remains an important player in Latin America but not without competition. An EU-Mercosur agreement is hence vital for securing Europe's strategic autonomy.

International trade and in particular global value chains have provided many economies with new opportunities to participate in international trade and access new technologies. The COVID-19 pandemic has brought to the fore specific vulnerabilities in some supply chains and ignited a discussion about future lessons to be learned from these events. This paper reviews patterns of integration into trade and global value chains among Latin American economies, traces some recent developments, including during the pandemic, and provides a look at future trade risks and opportunities for Latin American economies through model simulations.

This policy paper focuses on concerns regarding the proposed modernisation of the trade pillar of the EU–Mexico Global Agreement, in particular,
the chapter on trade and sustainable development (TSD).

Asymmetries within MERCOSUR member states and vulnerability to financial crises forced the adoption of measures to facilitate flexibility. Differentiated integration was designed to handle centrifugal forces while preserving sovereignty and avoiding the paralysis that can result from a decision-making process that requires the consensus of all member states. The asymmetries not only affect the internal dynamics, but should also be taken into account in external relations and were a key issue in the negotiation of the association agreement signed with the EU in 2019.

As Lula prepares to take on the office of President of Brazil, we, as a team of researchers from Europe and from Brazil informed of constraints and objectives of governments, civil society and economy players on both sides of the agreements, respond in this Policy Brief to the question whether the EU-Mercosur Association Agreement, not finalized yet, can be greened and how, and if so, how much greener it can be, with a particular emphasis on what the European players should do now.

The quantifiable gains from the Free Trade Agreement between the European Union and Mercosur – Argentina, Brazil, Paraguay and Uruguay – are small on account of the small share of EU trade with Mercosur and the relatively modest ambitions of the deal in terms of liberalising agriculture in the EU and manufacturing in Mercosur. Nevertheless, the agreement, if ratified and accompanied by reforms that strengthen competitiveness,
could represent a major departure for Mercosur, pushing it towards an outward-oriented development strategy. The deal could also mark a significant step forward for the EU in its efforts to reform agriculture. The agreement faces a difficult ratification process, but is worth having and fighting for. Incorporating mechanisms to deal with environmental, especially deforestation, concerns will be particularly important. The agreement constitutes an insurance policy against further deterioration in the rules-based multilateral trading system.

América Latina y el Caribe ha sido una de las regiones más afectadas por los diferentes impactos de la pandemia causada por la COVID-19, en términos sanitarios, económicos y sociales. Las previsiones económicas para 2023 no son halagüeñas, por las tendencias inflacionarias generalizadas, especialmente en los sectores energético y alimentario, y por el incremento de los endeudamientos públicos para cubrir las necesidades más acuciantes del coronavirus. Sin embargo, las transiciones verde y digital que debe acometer la región para adaptarse a los desafíos climáticos y tecnológicos en marcha ofrecen oportunidades para transformar el sistema productivo y relanzar el contrato social. En ese proceso, las relaciones de los países latinoamericanos entre ellos, con su entorno y con las principales potencias globales determinarán la forma y el éxito de dichas transformaciones.

Dans un environnement international tendu, l’Amérique latine peut devenir un continent stratégique, compte tenu de ses enjeux géographiques, politiques ou économiques. Que ce soit aux portes de l’Europe avec le conflit ukrainien qui s’inscrit visiblement dans la durée, dans la région du Pacifique, particulièrement en mer de Chine, tout autant que sur les thématiques touchant à la prolifération nucléaire ou à la lutte contre le réchauffement climatique, les tensions ne manquent pas. Elles placent, paradoxalement, l’Amérique latine dans une posture qui pourrait en faire un continent charnière sur la scène internationale.

Over the last decade, Russia has scaled up its presence in Latin America. Engagement with this distant region seeks to put pressure on the US, foster multipolarity, offset the negative effects of Russia’s assertive policy in the post-Soviet neighbourhood, and expand economic benefits. Although, Russia’s efforts to revive its relations with Latin America shows mixed results, its comeback to the region is real and has political, diplomatic and normative ramifications for the EU’s interests in the region. It intensifies competition for votes in international multilateral bodies, hampers democratic developments in the region and impacts negatively on Europe’s information space.

Les relations politiques entre la République populaire de Chine (RPC) et les pays latino-américains se sont développées à partir des années 1960, avec sa reconnaissance par Cuba en 1960, le Chili en 1970, le Pérou en 1971 et le Brésil en 1974. Mais c’est au cours de la première décennie du XXIe siècle qu’elles ont connu un véritable essor pour atteindre leur niveau actuel, et ce, à mesure que les États-Unis, débordés par leurs guerres en Afghanistan, en Irak et « contre le terrorisme », délaissaient leur « arrière-cour » traditionnelle, dans laquelle se déployait au même moment un cycle politique inédit.

L’accroissement des échanges économiques et commerciaux de la Chine avec l’Amérique latine et les Caraïbes (ALC) va de pair avec l’imposition des normes, économiques et politiques, dont sa politique commerciale internationale est porteuse. Ce constat pose dès lors la question du défi que représente cette influence normative chinoise croissante pour la stratégie déployée par l’Union européenne (UE) en ALC. Pour répondre à cette question, cet article analyse la portée normative de la politique commerciale chinoise en ALC afin de voir si elle est porteuse d’un projet politico-économique régional comparable et concurrentiel au modèle d’intégration et de gouvernance régionale déployé par l’UE dans ce sous-continent.

Este artículo argumenta que, si bien el diálogo político birregional verde entre la Unión Europea (UE) y la Comunidad de Estados Latinoamericanos y Caribeños (CELAC) está aún por construirse como tal, no se parte de cero, pues hay un camino ya recorrido de lazos bilaterales, pero es frágil. Para que la discusión progrese tras la cumbre de julio de 2023, es necesario establecer diálogos sectoriales que le den seguimiento y acerquen posturas aún muy dispares. Un factor favorable es que los temas verdes son aquellos en los que hay una base social amplia de apoyo en la opinión pública de América Latina para cooperar con la UE.

Environment at a Glance in Latin America and the Caribbean: Spotlight on Climate Change focusses on climate change, looking at trends in greenhouse gas emissions, exposure to climate-related hazards and climate policies. It provides key messages on past progress and remaining efforts to be made in Latin America and the Caribbean. The report draws on the OECD’s expertise in environmental data and indicators, on the work of the International Programme for Action on Climate (IPAC) and is part of the OECD Latin America and the Caribbean Regional Programme. The indicators presented come from OECD and other international databases, and reveal substantive gaps in the availability of data on the environment and climate in the region. This interactive report allows users to play with the data and graphics and to download and share them.

What challenges and opportunities does the green transition entail for Latin America and the Caribbean? This 15th edition of the Latin American Economic Outlook explores options for the region to recast its production models, transform its energy matrix and create better jobs in the process. It argues that, for this transition to be just, stronger social-protection systems and open dialogue must help build new, sustainable social contracts. In support of this ambitious agenda, the report presents an array of financing options, including green finance, and advocates for renewed international partnerships.

The European Union launched its Global Gateway initiative in December 2021, but its results have not yet matched the expectations it raised. If it is to compete with China’s Belt and Road Initiative (BRI), the Global Gateway must be bold, green, digital, and ethical. The digital alliance that the EU is setting up in Latin America and the Caribbean provides an opportunity for the EU to put its money where its mouth is.

China’s and Russia’s growing presence in Latin America and the Caribbean undermines democracy and Western influence in the region, along with the international rules-based order. The EU is responding to this threat by attempting to strengthen its relationships with Latin American and Caribbean countries. Cooperation on digital technologies should be a priority in the effort, given the region’s need for greater connectivity.
The Spanish presidency of the EU should lead the formation of a Digital Alliance with Latin America and the Caribbean at a summit scheduled for 2023.

The Latin American Economic Outlook (LEO) 2020 focuses on the role of digital transformation in helping to navigate through challenging times. The Covid-19 pandemic is having a profound impact on socio-economic conditions, accentuating the already complex scenario faced by a region with significant structural weaknesses. This unprecedented crisis comes at a time of high aspirations and reinforces the need to transform the very foundations of the development model in the region. The report explores how digital transformation can help to cope with the current socio-economic situation, boost productivity, strengthen institutions and achieve higher levels of inclusion and well-being.

There is no doubt that the energy transition is underway in Latin America and the Caribbean. Also beyond doubt is that the LAC region has some important advantages relative to the rest of the world. Excluding hydropower, where the region is already strong, the share of renewables in primary energy consumption is 33% in Latin America, well ahead of the rest of the world on 18%. Investment in renewables such as solar and wind has maintained a strong upward path. The Ukraine war and global economic headwinds have caused disruption, but the net effect seems to have accelerated the search for alternatives to fossil fuels.

Latin America and the Caribbean has become a hotspot of the coronavirus (COVID-19) pandemic, exacerbated by weak social protection, fragmented health systems and profound inequalities. COVID-19 will result in the worst recession in the region in a century, causing a 9.1% contraction in regional GDP in 2020. This could push the number of poor up by 45 million (to a total of 230 million) and the number of extremely poor by 28 million (to 96 million in total), putting them at risk of undernutrition. In a region which experienced a significant number of political crises and protests in 2019, increasing inequalities, exclusion and discrimination in the context of COVID-19 affect adversely the enjoyment of human rights and democratic developments, potentially even leading to civil unrest, if left unaddressed. Recovery from the pandemic should be an occasion to transform the development model of Latin America and the Caribbean while strengthening democracy, safeguarding human rights and sustaining peace, in line with the 2030 Agenda for Sustainable Development.

This study was prepared by the Economic Commission for Latin America and the Caribbean (ECLAC), at the request of the Government of Mexico in its capacity as Pro Tempore Chair of the Community of Latin American and Caribbean States (CELAC), at the virtual ministerial meeting on health matters for response and follow-up to the COVID-19 pandemic in Latin America and the Caribbean, held on 26 March 2020. The report addresses three topics: the economic and social impacts of the pandemic in the region, the actions taken by ECLAC in response to the request by CELAC and, on the basis of these, a set of policy recommendations to address the pandemic and its effects in different areas.

Les gouvernements latino-américains n’ont pas réagi de façon uniforme à la pandémie de COVID-19. Deux cas extrêmes sont le Brésil de Jair Bolsonaro, qui s’est enferré dans le déni, et l’Argentine d’Alberto Fernandez qui a opté relativement tôt pour des mesures de confinement. Le virus a frappé des États et des sociétés fragiles qui ressortiront de la crise encore plus affaiblis. La récession majeure qui s’annonce risque d’accroître des inégalités déjà fortes et d’exacerber les tensions sociales.

La cooperación triangular (CT) surgió hace ya décadas a raíz de la cooperación Sur-Sur (CSS), como modalidad de cooperación articulada a través de, al menos, tres actores con papeles diferenciados: donante tradicional o segundo oferente, donante emergente o primer oferente y beneficiario. Aunque la CT de la UE y sus Estados miembros es aún limitada y los datos en ocasiones incompletos, destacan las más de 100 experiencias triangulares de Alemania y de España. Además, la CE lanzó en 2015 su primer programa explícitamente dedicado a la CT con América Latina y el Caribe (ALC), Adelante, seguido más recientemente de Adelante II. Por lo demás, la reducida CT del resto de Estados miembros se encuentra repartida entre ALC y África, con un fuerte foco sectorial en los temas de gobernanza y sociedad civil. En este policy paper se repasan los trabajos previos sobre CT y se realiza una veintena de entrevistas a personas con responsabilidades en CT de 10 Estados miembros, además de la Comisión Europea, para explorar el valor estratégico de la CT, entendido aquí como la capacidad –real o potencial– de la CT para contribuir a los objetivos políticos de los países de la UE.

This document contains the final summary of the project in which important issues for the strengthening of TC between LAC and the European Union were addressed. The document addresses the main findings of five specific studies and several instances of exchange that allow us to conclude that TC must strengthen its transformative capacity in the face of development challenges.
