The Lisbon Treaty

On 1 December 2009, the Treaty of Lisbon entered into force. It was signed two years earlier by the leaders of the member states of the European Union.

Many of the changes to the EU over the past years have their roots in the Lisbon Treaty. In particular, the roles of the European Council and the Council of the EU were transformed, bringing concrete benefits to the work of the Union and to its citizens.

Some of the changes that have most affected the work of the European Council and the Council of the EU include:

  • the European Council became an EU institution
  • there was a new role – permanent President of the European Council, with a mandate of maximum 5 years
  • law-making was changed to become more efficient, democratic and transparent (new majority voting rules and voting in public on draft legislation)
  • the role of the High Representative for Foreign Affairs and Security Policy was reformed
  • the Charter of Fundamental Rights became legally binding

This Library Guide contains links to a selection of relevant and authoritative resources relating to the Lisbon Treaty.
