Using your Pocket eLibrary

Terms and conditions of use for electronic resources

Access to and use of electronic resources available through the Council Library are governed by license agreements with publishers and information providers which stipulate the specific terms of use and conditions under which the Library may make access available to its users and users can access and use the resource.

Please note that in order to offer this service some personal data such as your professional email address may be transferred. The Council Library continually seeks alternatives to minimise this transfer.

What it is?

The Council Library offers you anytime, anywhere access to a selection of its online resources. This collection is called Pocket eLibrary and you will find it in Eureka.

How does it work?

We use a single sign-on authentication service called OpenAthens® that enables access to subscription-based electronic resources both inside and outside the GSC network.

Are all resources accessible through OpenAthens?

Many of the information providers allow this service but not all of them. The Library is continuously working on making new resources available.

You will find the titles grouped in the Pocket eLibrary collection in Eureka.

Accessing library resources

Once you click on one of the e-resources of the Pocket eLibrary you will be presented with an OpenAthens login screen that looks like this:

If you are a GSC staff, part of the PEC cabinet or a trainee, you will access with your EU Login account (if you don't have one, please create it with your professional email address). 

Some devices will remember your preference for access using EU Login, so you will not see this screen but directly the EU Login screen.

Authentication lasts some time, so you can skip this step if you have already accessed EU Login with another application. Your session will remain open between different resources if you don't close the browser.

Browsing from a search engine

When you search Google Scholar or another search engine and find a resource of interest, consider that the library may have subscribed to it. 
Many publishers allow identification with OpenAthens on their websites. Usually, this option is on the Log in page, clicking on Open Athens will bring up a screen similar to this one:

Once logged in you can check if you have access.

Some providers do not offer this option. If you do not use the link provided in Eureka, you may not have access to all the resources in the Pocket eLibrary collection.

If you don't have access, remember that the library has an interlibrary loan service with which you can obtain papers that are not part of its collection.

The Library guides contain a selection of relevant resources from the online Eureka catalogue of the Council Libraries. They also contain titles beyond our collections, including open-access publications and websites. The Library guides do not necessarily represent the positions, policies or opinions of the Council of the European Union or the European Council.
