Libya : Council info and EU Publications

Following the January 2020 Berlin conference on Libya, the EU launched, on 31 March 2020, a new common security and defence policy mission: Operation EU Active Surveillance (Operation Irini), that has as its goal the implementation of the arms embargo imposed by the United Nations Security Council.

The global crisis caused by the Covid-19 outbreak has had particularly disruptive consequences for conflict-affected countries around the world. Armed groups have capitalised on the crisis, while the global distraction caused by the pandemic has made it difficult to seize opportunities for peace. This Brief analyses key repercussions in conflict-affected countries in general, and in five countries in particular: Colombia, Libya, Sudan, Ukraine and Yemen.

This Brief looks at how Operation Sophia has de facto become a police – as well as rescue – operation, while also generating added-value as a maritime security instrument.

The work on migration is only one part of the EU’s broader relations with Libya and support to the stabilisation of the country. This work is based on 3 areas: diplomatic engagement, economic recovery and humanitarian action.

The European Union (EU) has a strong interest in a stable, secure, united and prosperous Libya. Through diplomatic action and bilateral support, the EU seeks to assist the country and the Libyan people to return to peace and resume the transition to democracy. The EU fully supports the United Nations (UN)-led mediation efforts in the Libyan conflict.

On 22 May 2013, the Council of the European Union gave the green light for EUBAM Libya, a civilian Mission under the Common Security and Defence Policy (CSDP), to support the Libyan authorities in improving and developing the security of the country’s borders.

The EU is determined to help Libya return to peace and resume its transition towards a stable, secure and prosperous country. The EU is committed to the “Berlin Process” under the auspices of the UN as the sole viable framework to relaunch the political process in Libya. In addition to diplomatic action, the EU supports this objective through its international cooperation.

The EU Delegation works closely with United Nations Support Mission in Libya (UNSMIL), Member States and all other actors working towards the stabilisation and democratic transition of Libya.
