This book analyses Member States' and EU neighbours' national visions for the enlargement of the European Union (EU), highlighting 41 national histories, policies, and corresponding public perceptions of European integration. In a geopolitical context in which Russia's war of aggression in Ukraine has renewed the impetus for EU enlargement, national views vary considerably on the timing, conditions, and reforms necessary to welcome Eastern neighbours and the Western Balkans countries into the European family. Moreover, EU enlargement policy is not only an investment in peace and stability; it has also become a political tool in response to the exploitation of interdependencies and illiberal pressures. This book presents concrete policy recommendations to national governments and the EU on how to move forward productively.

This books unpacks some of the most prominent issues faced by the EU over the last two decades and considers how they may shape its future, as well as the future of international politics. Altuğ Günar, Didem Saygın and other leading experts analyse some of the biggest challenges for European politics and society since the start of the millennium, including Brexit, the 2008 financial crisis, the rise of far-right anti-immigration parties, and the political and economic dimensions of the Covid-19 pandemic. Chapters also explore the impact of EU policy beyond its continental bounds by analysing its external relations with China, Russia, Turkey, Ukraine, and ACP countries. This book examines the effects of enlargement on agricultural markets and government expenditure in the candidate countries as well as possible effects of different choices in the politically sensitive areas of direct payments and production quotas. The ten candidate countries have quite diverse economic and agricultural characteristics. Membership in the European Union, therefore, leads to varying macroeconomic effects. Two chapters specifically deal with these aspects and their effects on agriculture as well as likely country-specific developments in Hungary and in Slovenia. The quantitative tools developed and used for this analysis have also been more widely used by governments and institutions in analyses of questions related to enlargement. The book describes and documents these quantitative tools.

This book examines the way in which a number of European Union member states, including Germany and France, formulate their policies towards enlargement in the Western Balkans. The six countries of the Western Balkans are on course to become the next members of the European Union. While there has been a lot of work on the ways in which these countries are preparing for accession, very little attention has been paid to how individual EU member states regard enlargement into a region that presents a number of serious challenges, including the legacies of the conflicts of the 1990s, economic underdevelopment and poor governance. Focusing on key states, this volume casts important new empirical and conceptual light on the diverse motivations that underpin member state attitudes towards EU enlargement.

This edited volume explores the different ways in which members of the European Union have interacted with Kosovo since it declared independence in 2008. While there is a tendency to think of EU states in terms of two distinct groups - those that have recognised Kosovo and those that have not - the picture is more complex. Taking into account also the quality and scope of their engagement with Kosovo, there are four broad categories of member states that can be distinguished: the strong and weak recognisers and the soft and hard non-recognisers. In addition to casting valuable light on the relations between various EU members and Kosovo, this book also makes an important contribution to the way in which the concepts of recognition and engagement, and their relationship to each other, are understood in academic circles and by policy makers.

This book assesses the instruments and measures geared towards determining the EU's relations with it's neighbours. These are channelled on the one hand by the enlargement policy focusing on the Western Balkans and on the other hand by the neighbourhood policy which will enable the integration of Central and Eastern European neighbouring countries without offering membership. Both of these policies have strong local and regional effects in the EU's neighbouring countries. However, little attention has been paid to the perceptions of and impact of these policies in the neighbouring countries themselves. This book examines the diverging compliance patterns of the Balkan accession states and asks why some of them have complied substantially, some only partially and others have defied the EU. The book examines the compliance of the Balkan states with the EU accession conditionality, arguing that the variation in the compliance behavior of Balkan governments hinges on three main factors - the legitimacy of the EU conditions as seen domestically in the accession states, the costs of compliance and the EU's ability and willingness to use its superior power resources to impose compliance when faced with domestic defiance. The author evaluates the successes and failures of the EU's state building policies in the Balkans, a geographical area of the highest priority for the EU's foreign policy and a test case for the EU's capacity and willingness for foreign policy action.

This book explores the interaction of the EU in Greece, Slovenia, Croatia, and Macedonia in three key policy sectors - cohesion, border managements and the environment - and assesses the degree to which the European Union's engagement with the democracies of South East Europe has promoted Europeanization and Multi-Level Governance. Although there is a tendency to view the Balkans as peripheral, this book argues that South East European states are central to what the EU is and aspires to become, and goes to the heart of many of the key issues confronting the EU. It compares changing modes of governance in the three policy areas selected because they are contentious issues in domestic politics and have trans-boundary policy consequences, in which there is significant EU involvement.

It clarifies the means and instruments of the voluntary application of the EU's norms by third countries and analyses in detail the process of legislative approximation between the EU and its East European neighbours. It also assesses the extent to which the EU is successful in promoting its legal standards abroad.

This book explores the EU's relations with its eastern neighbours, including Moldova. It assesses why the EU's initiatives have received limited legitimacy in the neighbourhood. The European Neighbourhood Policy of 2004, and the subsequent Eastern Partnership of 2009 heralded a new form of relations with the EU's neighbours - partnership based on joint ownership and shared values - which would complement if not entirely replace the EU's traditional governance framework used for enlargement. These initiatives have, however, received a mixed response from the EU's eastern neighbours. how the key elements of partnership have been forged mainly by the EU, rather than jointly, and examines the idea and application of external governance, and how this has been over-prescriptive and confusing.

The 2004 and 2007 enlargements pushed the EU's external border further east. With future enlargements unlikely in the short-term, the EU faces new challenges in securing stable relationships with these neighbouring countries, while not fostering false hopes of early accession.

The world has been splintered by geopolitics and yet is still bound by inter­dependence. As competition between the world's great powers surges, multiple trends point towards the collapse of the international order. Russia's aggression against Ukraine marks a tipping point, potentially turning an already contested world into one of lasting regression on the political, security, economic, social and environmental fronts. While this scenario is not inevitable, it will take determined leadership to ward it off. This book argues that the European Union can, in cooperation with others, play a crucial role in averting a regressive world. However, doing so will require a decisive change of gear: deepening European integration while pursuing EU enlargement, enhancing all dimensions of Europe's power, and shifting from crisis management to delivering structural solutions to systemic challenges.

The proposed research is planned to be library-based with key resources such as legal/political agreement reports, theoretical quantitative data collected via cases, journal articles but expanded into other sources such as governmental institutions, courts and socio-legal statistics centers based in political studies. Its aim is to be combined with empirical data such as interviews of governmental representative different academics, politicians, public relations specialists from European Union, EU council, Albanian Government and such.
