This report seeks to dig deep into well-known EU shortfalls such as weak capital markets, lack of access to skills, burdensome insolvency rules that vary greatly among the Member States, regulatory burdens, remaining obstacles to the Single Market, and inadequate technical infrastructure. It reviews mitigation measures that have been attempted to date, reflects on why they have not yet achieved the desired results, and reflects on possible solutions that have not been adequately reflected in EU and Member State policy to date.

We have entered a new geo-economic era that makes competitiveness more urgent and more challenging for Europe in seven arenas that matter for the future, from energy to technology and supply chains. Shoring up competitiveness in these areas is critical. We estimate that about €500 billion to €1 trillion of value added could be at stake annually by 2030. For perspective, this is three to six times the incremental annual investment needed to achieve net zero. Addressing these issues will determine the region’s ability to unlock future growth while preserving its unrivaled sustainability and inclusion model.

Global competitiveness refers to a nation's ability to boost its economic growth and advancement. The Global Competitiveness Index (GCI), introduced by the World Economic Forum, serves as a tool to evaluate how individual countries perform across 12 key competitiveness pillars. This is the first study to explore the link between competitiveness pillars and sustainability performance in a probabilistic network framework, providing valuable insights for policymakers aiming to enhance both competitiveness and sustainability.

The paramount task for the EU and national governments is to eliminate policy fragmentation in Europe’s internal market, accompanied by an approach to competition policy that embraces investments in innovation and business growth while accounting for the substantial value created through the adoption of innovative technologies and disruptive business models across industries in the EU.

Les Européens doivent adapter leur Marché intérieur à cette nouvelle ère pour en faire un levier d’autonomie stratégique en alliant, d’une part, une stratégie de diversification des approvisionnements et de l’accès à la demande extérieure et, d’autre part, un renforcement de l’innovation et production qui passe par une « mutualisation équitable » des capacités bénéfiques à tous les États membres.

La décarbonation de notre économie, la souveraineté de notre pays sont autant d’opportunités pour investir sur notre territoire. Pour réussir et accélérer ces transitions, il est nécessaire d’intégrer un certain nombre de paramètres clés (coût de l’énergie, équité de la réglementation, équité technologique, délai d’instruction pour ouvrir une usine…) afin d’assurer la souveraineté de la France et de l’Europe et de minimiser les impacts environnementaux.

La maîtrise du changement climatique impose de décarboner notre industrie. Cette transformation structurelle nécessite un cadre réglementaire adapté pour assurer une concurrence équitable entre l'industrie européenne et celle des pays tiers, et créer les conditions propices à l'investissement privé dans des projets de décarbonation. Des ruptures technologiques sont toutefois nécessaires pour atteindre les objectifs compatibles avec les enjeux climatiques. Le secteur privé ne pourra entièrement les financer compte-tenu des risques associés. Dans ce contexte, la décarbonation de l'industrie doit être planifiée pour en optimiser les coûts et permettre de concentrer le soutien public là où il est le plus nécessaire.

The EU’s decision to grant Ukraine and Moldova a candidate country status and the recognition of Georgia’s European perspective in June 2022 has significant effects for both the EU’s enlargement and security and defence policies. So far, ‘hard’ security issues have played little role in the framing of the European Neighbourhood Policy (ENP) and the Association Agreements (AAs) with Ukraine, Moldova and Georgia. Their full integration into EU security and defence arrangements will thus require considerable strategy-making and implementation efforts.

La guerre d’Ukraine a revitalisé l’OTAN, en même temps qu’elle a poussé l’Union européenne à investir au-delà des champs limités occupés par la politique de sécurité et de défense commune depuis le début du siècle. Un nouveau partenariat effectif entre l’Alliance et l’UE est sans doute nécessaire, mais lié à un développement des capacités européennes en utilisant le cadre de l’UE et à une entente directe avec Washington, sans prendre à la lettre l’idée peu crédible d’un « pilier européen de l’Alliance ».

Existing insights into recent defence integration, including against the backdrop of Russia’s war, largely stem from EU governance studies. Although these studies might not explicitly delve into the EU’s politico-strategic role, when combined with the broader framework of International Relations (IR), they imply the EU’s effective progression, at least relatively, as a defence actor. However, a closer analysis of certain key developments and transatlantic dynamics suggests a persistent lack in the political and strategic dimensions of EU defence policy. This disparity arises when IR concepts are tailored to fit the EU context in integration studies.

La guerre en Ukraine a révélé cruellement les lacunes des industries de défense en Europe. L’UE a été directement touchée par la désindustrialisation et par le manque de consolidation d’entreprises trop dispersées face aux mastodontes américains. Il est urgent de procéder à un réarmement industriel capable de combler les lacunes capacitaires et de répondre aux besoins d’une vraie défense de l’Europe.

Over the past 15 years, the EU has gradually become more involved, de jure and de facto, in the field of collective defense. This underappreciated evolution occurred in three phases: first, an initial phase, from the steps leading up to the Lisbon Treaty, which incorporated collective defense into the EU's mandate via Article 42.7 TEU, to the first activation of this provision following the November 2015 Paris attacks; second, a phase of indirect development, with the launch of policies on military mobility and hybrid threats, tangentially linked to collective defense; and third, a phase of direct yet incomplete affirmation, with calls to operationalize Article 42.7 and the signaling of the EU as a collective defense framework during crises with Turkey and Russia.

From the 2009 sovereign debt crisis to the 2022 Russian full-scale war in Ukraine, the EU has experienced a succession of intersecting crises, or a ‘polycrisis’. This paper examines how this polycrisis has impacted the EU's role in security and defence. While the EU's competences in security and defence have long suffered from disagreements among member states, they have shown notable developments since Brexit, and most importantly, since the 2022 war in Ukraine. It makes a two-step argument to shed light on why the polycrisis has had these differentiated effects over time.

Les pays de l’Est de l’Europe ont une conscience aiguë des défis de sécurité provoqués par une Russie revancharde, d’où leur attachement à l’Otan et à l’UE. Se trouvant en première ligne face à la menace, ils œuvrent pour un renforcement généralisé et un accroissement de la résilience européenne indispensable en cas de conflit.

Domestic support for EU enlargement across existing member states is understood to have shifted significantly since 2004. But, how? Here, we explore how enlargement has been framed discursively in the national parliaments of eight member states. Our dataset comprises over 18,000 statements from 1989 to 2019.

The full-scale Russian invasion of Ukraine in February 2022 has become one of the greatest security crises since World War 2, with profound geopolitical and socio-economic implications for Europe and beyond. The upsurge of political and media attention to this war may have increased public support for EU enlargement, with new countries in the Eastern neighbourhood and the Western Balkans receiving the official EU candidate status. By drawing on mechanisms of securitisation and solidarity, this paper tests to what extent the Russian invasion has generated a positive politicisation of EU enlargement

This article focuses on the Western Balkans as a region aspiring to EU membership. It examines how the EU shapes the time of the Western Balkans in the EU enlargement process by establishing temporal borders for the Western Balkans that define where progress occurs and consequently, how waiting is introduced as a means of temporal synchronisation.

The Ukraine war has put both EU enlargement, and fundamental reform, back on the table – but the window of opportunity won’t stay open for long.

The objective of this paper is to provide a comprehensive analysis of the proposals initiated by the think-tank community as well as the current initiatives and discussions at the EU level, identify opportunities and areas where tangible progress can be achieved, and provide recommendations to policymakers on how to turn these concepts into reality in a foreseeable future.

Les pays candidats sont trop nombreux et dispersés dans leur avancement pour rendre crédible une date-limite commune d’entrée en bloc dans l’UE. Une adhésion graduelle éviterait la cristallisation du débat autour d’une date-butoir et permettrait d’opérer progressivement un élargissement auquel l’UE doit aussi se préparer et engager l’opinion.

Depuis la guerre d’agression déclenchée par la Russie le 24 février 2022, l’Union européenne est confrontée à de nombreuses questions et situations inédites. La plus importante est certainement celle relative à l’adhésion de l’Ukraine à l’Union, ce qui bouleverse la géopolitique européenne. Cette perspective sans précédent est révélatrice du nouveau contexte dans lequel interviendra le prochain élargissement de l’Union européenne. Il possédera une dimension géopolitique et stratégique et permettra vraisemblablement à l’Union européenne de changer de dimension et d’entamer une « nouvelle vie ». Les aspects « classiques » de l’élargissement ne disparaissent pas pour autant, surtout avec une Union européenne comportant 36 États membres.

La problématique de l’élargissement, jusqu’ici vécue comme un accomplissement du projet européen, s’inscrit désormais dans un contexte international neuf. Ce dernier contraint l’Union européenne à dépasser les classiquesdimensions juridique et géographique de sa réflexion, au profit d’uneapproche véritablement géopolitique de ses relations avec ses environnements. La Communauté politique européenne s’inscrit dans la logique de remodelage du continent qu’impose la guerre en Ukraine.

Face à la nouvelle donne géopolitique provoquée par l’invasion russe de l’Ukraine, l’Union européenne doit se reposer sérieusement la question de la poursuite du processus d’élargissement, en direction notamment de deux groupes de pays : les Balkans occidentaux et le « trio oriental », à savoir l’Ukraine, la Moldavie (qui bénéficient déjà du statut de pays candidat) et la Géorgie (à laquelle seule une « perspective européenne » est reconnue).

Admitting countries from Eastern Europe and the Balkans would complete the European project. But before further enlargement, the union has to ensure the rule of law and security inside the bloc.

This article examines the links between sustainability and migration in EU law and policy and suggests that sustainable migration should be perceived as a political concept that was central for EU migration politics following the so-called migration crisis. Sustainable migration is a powerful tool at the hands of the Commission and has been used to forge consensus between Member States that might profoundly disagree on the future of EU migration. At the same time, the concept offers little guidance in terms of legal obligations for the protection of migrants.

La fortification des frontières de l’Europe est intrinsèquement liée à l’usage croissant des technologies numériques. Passeports biométriques, portiques automatisés, drones, capteurs, systèmes de détection placés aux frontières, etc., ces dispositifs facilitent l’identification des individus, et donc le contrôle des personnes étrangères qui cherchent à entrer dans l’Union européenne (UE). Des investissements publics faramineux sont alloués à la conception et au déploiement de ces outils, malgré leur caractère liberticide. À moins d’une opposition publique significative, il est probable qu’à l’avenir, l’UE investisse encore davantage dans ce domaine.

À l’approche des élections européennes de juin 2024, ce thème de prédilection des extrêmes droites, en France comme dans bien d’autres pays européens, est régulièrement mis en avant et souvent instrumentalisé au mépris des réalités sociales et statistiques. Or, comme le rappelle ici Catherine Wihtol de Wenden, spécialiste du sujet, les flux migratoires sont un phénomène inhérent aux sociétés mondialisées qui ne pourra être gommé d’une manière ou d’une autre. Elle montre, dans cet article, comment ont évolué les migrations au fil du temps et combien elles sont nettement plus régionalisées qu’intercontinentales. Elle précise également les facteurs structurels qui motivent les migrations en pointant un certain nombre d’idées reçues en la matière, ainsi que les tendances amenées à perdurer (démographie, crises…). Enfin, elle examine le cas spécifique des flux entre l’Europe et les régions méditerranéennes.

Depuis longtemps, les sciences sociales se sont emparées de l’amalgame qui est fait sur le plan politique entre migration, sécurité et guerre. Cette contribution aborde le contrôle migratoire sous l’angle du militarisme, ici entendu comme la tendance à réduire les questions sociale et politique à une dimension militaire. Une telle analyse paraît fructueuse pour penser la dépolitisation de plus en plus marquée, l’érosion des normes de protection internationale et la déshumanisation croissante des enjeux migratoires.

This paper will explore the external aspects of the European Union’s New Pact on Migration and Asylum. It will consider the EU’s external approach to migration management by looking at the progress made by the EU Institutions, EU agencies and Member States since the EUCO meeting in February 2023 and will examine in particular the activities and positions of some Member States which are driving the external approach to migration policy.

Ce qui cimente les pays de l’Union, c’est le partage « équitable » du fardeau de la gestion de ces migrants, en passant des accords avec des pays prêts à gagner de l’argent pour ce gardiennage. S’agit-il de réarmer la colonialité ? Il faut rajouter une étoile noire au drapeau européen.

This article argues that states’ sovereign powers in the realm of control of non-EU migration have been largely undiluted by the development of the international system of human rights protection. It shows how the 2015 migration crisis galvanized multilateral international co-operation on the part of the EU and its member states in the field of non-EU migration in a way that entrenched EU states’ sovereign self-interest by institutionalizing a soft-law approach, thereby producing a crisis from the perspective of migrants’ rights protection. I also argues h that the migration crisis facilitated a resurgence of state sovereignty in the EU to the detriment not only of migrants’ rights, but also of internal EU co-operation and co-ordination.

Periods of forced migration to and in Europe have been common in the past decade and show no expectation of stalling due to ongoing armed conflicts, global inequalities and the adverse effects of climate change. Nevertheless, the provision of accommodation for asylum seekers and refugees continues to depend on temporary, ad hoc solutions.

En 2022, l’immigration a atteint des records en Europe, rappelant la crise migratoire de 2015. Ce sujet est instrumentalisé par les partis populistes et contribue à la polarisation des sociétés. De plus en plus de responsables politiques accusent le droit d’être trop protecteur des personnes migrantes. Les juges iraient ainsi à l’encontre de la volonté populaire. Les travaux de recherche sont bien moins alarmistes, et mériteraient d’être davantage pris en compte par les décideurs publics.

Pressures to comply with EU rules have allegedly eroded opportunities for national governments to adopt policies that they support. Conversely, research into differentiated implementation underlines that governments use their discretion to tailor supranational policies to national contexts. This study addresses these competing arguments using unique data on the implementation of EU migration issues.

The research note explores the role of cohesion policy in the emerging EU industrial agenda with the view to anchor it in the new industrial policy paradigm. The first part discusses the historical evolution of EU industrial policy and presents the main features of the conceptual perspective loosely referred to as ‘new industrial policy’. Then, the note investigates the main tensions between cohesion policy's rationales and instruments and the new industrial policy perspective, for instance in relation to the use of experimentation and directionality, and outlines pathways to address them through different lines of research. In conclusion, the note discusses positive avenues to tackle the identity crisis facing cohesion policy thanks to the new industrial policy perspective.

L’enrichissement constant du droit de l’Union européenne et des obligations qui en résultent pour l’État et ses collectivités influent sur leurs liens financiers de différentes façons et avec une intensité variable. Ainsi, alors que le droit de l’Union participe à une forme d’autonomisation financière des collectivités, celle-ci reste contenue par l’État et peut conduire à des difficultés de mise en œuvre du droit de l’Union pour les collectivités. Au contraire, leur responsabilisation financière dans le cadre des manquements au droit de l’Union a bien été consacrée par l’État.

In particular, this research looks at the timing and scope of changes in EU cohesion policy since the 1980s. We ask whether or not the adoption of NGEU and the MFF 2021-2027 is likely to represent a critical juncture for the MLG and to what extent both regulations modify objectives and instruments of cohesion policy.

The aim of this paper is to examine the role of the payments from the European Cohesion Policy (ECP) in the business cycle synchronisation of the EU–28 countries in the time period 2000–2016. The emphasis is especially placed on the Central and Eastern European (CEE) countries, given their status as the biggest ECP recipients; we investigate whether the ECP can serve as an instrument to promote their synchronisation which presents one of the prerequisites for the adoption of common monetary policy in the Economic and Monetary Union (EMU).

European countries have set ambitious policy goals to reduce the risks of pesticides to the environment and human health. European agriculture could play a leading role in the transition to a low pesticide risk future, with various societal benefits. However, such a transition also involves trade-offs, costs, and risks for farmers and society. Here, we summarize possible implications for agriculture and food systems in Europe and beyond and discuss avenues for future research.

La Pac est obsolète. Il faut une autre politique qui repose sur une philosophie différente acceptée par les agriculteurs et la société civile.

Is there a rural–urban divide in citizens’ views on European Union agricultural policy? This paper argues that the place of residence influences a person’s attitude toward agricultural policy issues. More precisely, it postulates that rural populations are less likely to view environmental and climate action, and sustainable food production as key objectives of agricultural policy; instead, it hypothesizes they are more likely to indicate job growth in rural areas and ensuring a fair standard of living for farmers as key objectives.

A transition of EU agriculture and land use is needed as part of a wider transformation of EU food systems, geared towards meeting sustainability goals whilst also ensuring viable businesses and vibrant rural areas. Amongst the most crucial group of policies are those that provide funding for rural areas, with the CAP being the largest and most central to guiding the direction of travel. 

In December 2019, for the first time, the President of the European Commission Ursula von der Leyen assigned a portfolio containing demography as a policy area to Vice-President Dubravka Suica. As the predictions for the European Union are currently looking at a continent whose population median age is rising increasingly fast, the mission letter tasked the Vice-President to lead the response to the challenges presented by the demographic shift. The modus operandi indicated was to be supporting all the groups concerned – especially the children, the old and those living in rural areas.

Cet article explore les interactions entre le changement climatique et la démographie au sein de l’Union européenne. L’Union européenne s’est engagée à atteindre la neutralité climatique en 2050. Au niveau mondial, la croissance de la population se poursuivra en dépit de la baisse de la fécondité, en raison de la croissance démographique passée et de la structure par âge jeune de la population mondiale actuelle (inertie démographique). Cette dynamique signifie que le verdissement de l’économie de l’Europe et des autres grands pays émetteurs constitue le principal levier de réduction des émissions mondiales à l’horizon 2050.

Among the EU’s challenges, demography is probably the least conspicuous. This does not, however, mean that it is unimportant—quite the contrary. While in the past, it was visible only in population statistics, in the 2020s the lack of a labour force has become obvious to anyone with an interest in the European welfare state and the EU’s competitiveness.

En 2015, la loi d’adaptation de la société au vieillissement marquait en France la volonté politique d’anticiper de manière globale les conséquences du vieillissement démographique. Elle formalisait les constats des recherches et débats publics internationaux qui, depuis longtemps, en soulignent l’ampleur et les multiples implications. Cette chronique fait le point sur ces questions en s’appuyant sur l’expérience de 40 pays caractérisés par une longévité élevée.
