Beyond its negative effects on public health, the COVID-19 pandemic represents a serious blow to the economy and labour market of the European Union. However, the impact on the labour market was softened thanks to policy measures adopted in the EU. Employment fell less than GDP in the second quarter of 2020 and made up some of the ground lost in the third quarter of the year. Moreover, after peaking in the summer, unemployment has remained static overall in the last few months. Nonetheless, we are still far from a return to the pre-crisis situation, and several challenges lie ahead.

Platform work is non-standard work facilitated by online platforms which use digital technologies to 'intermediate' between individual suppliers (platform workers) and buyers of labour. Platform work has rapidly developed since it first emerged in the EU, though concerns have been raised about the working conditions of platform work and the risk of precariousness it entails. Platform work has, therefore, been identified as a policy priority by European policy-makers. This study presents a literature review that focuses on the challenges and risks of precariousness of platform work and explores possible pathways for EU action.
New forms of employment : 2020 update by Eurofound

Although standard employment (generally full-time and permanent) remains the dominant employment type across the EU, European labour markets are increasingly characterised by a variety of different forms. These new forms of employment involve new formal employment relationships or work patterns (linked to aspects such as place of work, working time or use of ICT) and sometimes both. This report puts the spotlight on nine innovative employment forms across the 27 EU Member States, Norway and the UK.

The study supporting the evaluation of EU support to youth employment focused on six evaluation criteria, namely the effectiveness, efficiency, relevance, coherence, European added value and sustainability of the operations under the European Social Fund (ESF) and the Youth Employment Initiative (YEI), between 2014 and 2018. Operations carried out by Member States are targeted at young people not in education, employment or training (NEET) and aged between 15-29 years old.
Living, working and COVID-19 by Eurofound

This report presents the findings of the Living, working and COVID-19 e-survey, carried out by Eurofound to capture the far-reaching implications of the pandemic for the way people live and work across Europe. The survey was fielded online, among respondents who were reached via Eurofound’s stakeholders and social media advertising. Two rounds of the e-survey have been carried out to date: one in April, when most Member States were in lockdown, and one in July, when society and economies were slowly re-opening.

Free movement of persons would not be possible without the guarantee that citizens do not lose their social security protection when moving to another Member State. In order to protect the social security rights of persons moving within the EU/EFTA, common rules are established at EU level. Detailed rules are laid down in Regulation (EC) No 883/2004 (‘Basic Regulation’) and Regulation (EC) No 987/2009 (‘Implementing Regulation’) (hereinafter jointly referred to as the “Coordination Regulations”).

This report sets out the macroeconomic assumptions and methodologies to be used for the age-related expenditure projections for all Member States. These will form the basis for calculating projected expenditure on pensions, healthcare, long-term care and education in the sixth Ageing Report, to be presented to the ECOFIN Council in spring 2021.

This second edition of ‘Ageing Europe — looking at the lives of older people in the EU’ provides a broad range of statistics that describe the everyday lives of the European Union’s (EU) older generations. Figures covering the total population do not always reveal the full and sometimes complex picture of what is happening at a more detailed level within society. Looking at various socioeconomic statistics by age promotes a better understanding of intergenerational differences and also allows us to draw a detailed picture of the daily lives of older people across the EU.
Addressing household over-indebtedness by Eurofound

The issue of over-indebtedness continues to be a concern, particularly among some population groups and in Member States where recent increases can be observed. This report provides an overview of the main causes, triggers and consequences of household over-indebtedness, including the costs to society. It then examines two policy responses in the EU and Norway: debt advisory services and debt settlement procedures. While the findings show that in the wake of the global financial crisis, such services and procedures have generally become more widely available and accessible, gaps remain.

Employment and social policy
European society is evolving due to factors such as technological progress, globalisation and an ageing population. Crucially, it was also heavily impacted by the economic and financial crisis of 2008 and its fall-out. European employment, social affairs and equal opportunities policies aim to improve living conditions by promoting employment, sustainable growth and greater social cohesion. The EU is a catalyst in social change, seeking to increase employment and worker mobility, improve the quality of jobs and working conditions, inform and consult workers, combat poverty and social exclusion, promote equal opportunities and combat discrimination, as well as modernise social protection systems.
