Access to subscribed resources may be restricted to Council users or to users in subscribing institutions. Many publications are available in Open Access.The EU's Strategic Compass for security and defence is an action plan that establishes a common strategic vision and concrete objectives to strengthen the EU's security and defence policy by 2030. It addresses rising threats like geopolitical competition, economic rivalries, technological development, disinformation and the climate crisis.
